OVERVIEW

This workshop will explore how innovation with digital technologies is being leveraged to modernize public finance operations and achieve core fiscal objectives. While many countries still need to ensure that strong fiscal processes are in place to fully benefit from digitalization, transformational approaches and the well-designed adoption of emerging technologies are becoming priorities. This includes the use of artificial intelligence, which is an increasingly important component of transformation. 

How should these developments be approached, managed, and measured? Join us in an exciting discussion where we will examine success stories and lessons learned.

Juan Toro is Deputy Director of the IMF’s Fiscal Affairs Department (FAD) since August 2020. He is in charge of: managing FAD budget; the relationship with development partners and fundraising for FAD capacity development (CD), in close coordination with ICD; governance and management of FAD CD delivery and FAD Operations; leading the FAD CD Strategy FY23-27; coordinating FAD CD to WHD countries from 2024 (EUR countries in previous years); and since 2024 overseeing FAD work on GovTech. Before August 2020, he was Assistant Director in charge of the IMF’s revenue administration CD to EUR, APD, and MCD regions.

This panel will share digitalization journeys that supported foundational tax and customs administration reforms and the adoption of cutting-edge innovations. Panelists will highlight measurable outcomes from key GovTech investments in their own countries and lessons learned. They will then explain their current approach to reform, innovation, and emerging technology, highlighting recent developments and their benefits and risks. The discussion among the panelists will help the audience to understand the impacts possible from digitalization, and what emerging trends they should be monitoring, and why.

New Economy Forum Workshop Session 2: Procurement to Commitment to Payment – Data-Driven Fiscal Management in Action

Strengthening fiscal governance, controlling expenditure arrears, aligning spending with budgetary constraints, improving fiscal transparency, and ensuring efficient public service delivery hinge on how well public financial management (PFM) IT systems are designed and integrated. This panel will examine how digitalization enables governments to embed internal controls and share data seamlessly across the expenditure chain - from procurement to expenditure commitment, payment, accounting and reporting. Panelists will share how their countries are taking innovative measures by reengineering workflows, leveraging fiscal data, automating red flags, and applying intelligent tools to anticipate risks, flag governance issues, and foster evidence-based decisions. By rethinking digitally enabled procurement-to-commitment-to-payment (P2C2P) processes as a strategic objective, these innovative reforms contribute to more efficient, transparent and accountable fiscal management.
