Mr. Ruud De Mooij is Deputy Director in the International Monetary Fund’s Fiscal Affairs Department, where he previously headed the Tax Policy Division. He has extensive experience in providing capacity development on tax policy issues in over 25 countries. Before joining the International Monetary Fund, De Mooij was Professor of Public Economics at Erasmus University in Rotterdam. He has published extensively on tax issues, including in the American Economic Review and the Journal of Public Economics. De Mooij is research fellow at the University of Oxford, the University of Bergen, ZEW in Mannheim, and member of the CESifo network in Munich.

Ms. Fayval Williams is Jamaica’s Minister of Finance and the Public Service, having previously served as Minister of Education and Youth. A Chartered Financial Analyst (CFA), she holds an MBA in Finance from Wharton and a BA in Economics from Harvard. Elected as Member of Parliament for St. Andrew Eastern, she brings extensive experience from both the public and private sectors, including leadership roles at Kingston Properties Limited and JMMB Limited. Her career spans investment management, market risk, and financial policy, with prior roles at Putnam Investments, Wellington Management, and Morgan Stanley, reflecting a strong foundation in global finance and economic strategy.

Md Khairuzzaman Mozumder is the Secretary of the Finance Division in Bangladesh, with a distinguished 32-year career in civil service, focusing on macroeconomics, trade facilitation, and international development. Prior to his current role, he served as the Secretary of the Energy and Mineral Resources Division and led the Macroeconomic Wing of the Finance Division. Dr. Mozumder holds a PhD in Government (Political Economy) from the University of Essex, an MA in Political Economy from McGill University, and degrees in International Relations from the University of Dhaka. An ardent advocate for inclusive development and intergenerational equity, Dr. Mozumder is committed to building a resilient climate policy framework for Bangladesh, one of the world’s most climate-vulnerable nations. He leads Working Group-1, which focuses on domestic climate finance under the Bangladesh Climate Development Partnership (BCDP), and works closely with international partners like the IMF and World Bank to ensure climate justice.

Mr. Ramathan Ggoobi is the Permanent Secretary and Secretary to the Treasury at Uganda’s Ministry of Finance, Planning and Economic Development. He is an economist with extensive teaching experience, notably at Makerere University Business School, where he led the MUBS Economic Forum think-tank. His research interests include industrial policy, economic policy, and political economy. Prior to his current role, Ggoobi was a prominent media commentator on economic issues and authored a long-running newspaper column. He has consulted for organizations such as the Overseas Development Institute (ODI), International Labour Organization (ILO), Friedrich Ebert Stiftung (FES), Financial Sector Deepening Uganda (FSDU), and the Government of Uganda. He has also served as a board director at the Uganda Development Corporation and as a Senior Presidential Advisor on the National Economy. 

Ms. Laura Rojas is the Chief of the Disaster Risk Management Unit at the Inter-American Development Bank (IDB), where she leads initiatives to strengthen resilience and support countries in Latin America and the Caribbean in preparing for, responding to, and recovering from disasters. Previously, she served as the Environmental and Social Sustainability Advisor to the Vice Presidency for Sectors and Knowledge, coordinating sustainability across all Bank operations. With over 18 years of experience, she has led projects in energy, infrastructure, environment, and disaster risk management. She holds master’s degrees in Environmental Policy and Regulation (LSE) and Environmental Economics and Natural Resources (Uniandes/UMD), and a bachelor’s degree in Environmental Engineering (Uniandes, Colombia).
