José Cantero Sienra, Economist. He was appointed President of the Central Bank of Paraguay in September 2018.
He had been designated as a Member of the Central Bank’s Board of Directors in July 2017.
He holds the degrees of Master of Science in International Finance (University of Illinois); Master of Science in Economics ̶ Specialization in Policy Economics (University of Illinois at Urbana-Champaign); Bachelor of Science in Economics (University of Kansas); and, Bachelor of Arts in Political Sciences (University of Kansas).
His academic experience includes teaching undergraduate and graduate courses in Business Strategy, Macroeconomics, and, Currency and Banking at the School of Business Administration (EDAN) – Universidad Cono Sur de las Americas, Paraguay. He taught both Economics in the Master of Science program in Business Law; and Monetary Theory and Monetary Policy, at the undergraduate level, at the Catholic University of Asuncion, Paraguay. In addition, he served as a Member of the EDAN Academic Council.
As regards his professional background, he joined the staff of the Central Bank of Paraguay in 1996. He was an economic analyst in the Monetary Policy Division (1996-2000), Head of the Financial Studies Section (2000-2001), and Head of the Financial Studies Division (2000-2004). He was the Director of Monetary and Financial Studies (2005-2006).
In the sphere of public office, he distinguished himself as an Economic Advisor, Office of the Vice Presidency, Paraguay; and, as a Consultant at the Ministry of Finance, Paraguay, contracted by the United Nations.
He is the author of several books, including Pensar como Sócrates; Paraguay, Atrocidad, Atasco, Auge y la Reinvención; El Guaraní. 70 años de Estabilidad (Co-author); Macroeconomía para Empresarios; Economía Monetaria y Financiera, un enfoque de Paraguay; and Banca Central: Una Introducción (Co-author).
